Drive belt tenisoner-HELP!?

I bought a drive belt tenisoner for a 1997 olds achiva and now I'm having a hard time installing it. can anyone help me out? I have even tried to grease it and it didnt help.I have all the parts I need,whats next? I have worked on cars before and fixed things myself but this is a new problem I have never had to work on before.any ideas?

4. Install the right tire and wheel assembly.
5. Lower the vehicle.

7. Install the drive belt to the generator pulley.
8. Connect the negative battery cable.

Well, I am not too sure on how your tensioner is bolted onto your car, but it is one of two ways:
The center bolt you use to relieve the tension on the belt.
