I have a ford ranger that has a 3.0 engine in it would i beable put a 4.0engine in it?

I don't know about New York, but most states I've been in seem to be the same on it...tape is a temporary fix only, the "law" usually reads something like "no white lights showing to the rear". FYI, backup lights are different.
