No it sounds like it may be a heater coil. You would have to take it into the dealer or a shop, either that or take the whole dash off yourself. I don't know what to tell you about the seat heaters. I would check your fuses to.check the water level in your radiator, it's low. Or you have blockage in your heater core. Or you have a fuse or relay out under the hood that diverts the airflow over the heater core.

A heater gets it's heat from the radiator water. The hot water goes through another smaller radiator that has air passed over it to heat. That core is always hot when the car is hot. When you don't want heat, there is a solinoid or other control that closes a flap to keep the Hot air from coming into the cab. That may be the gangup
Your heater core is probably gone and you may need a new one, but before that make sure your coolant level is at the proper level, sometimes you need to fill her up because if she is to low then your heating or defrosting will not work.

If tour temperature gage in your dash panal reads 195- 210 degrees ask your dealer to check the cables or switched to your heater doors are working properly. They are located under your dash. Your next step, move the heat switch to full hot with the heater fan on medium hot. Put one hand on the hose going into to your radiator heater inlet core and the second hand on the hose coming out of the same core outlet. Do this with the engine running at LEAST ten minutes. If both hoses are too hot to touch your heater core is working normally. If the outlet is substantially cooler than the hose coming out the heater thermo. valve is stuck partially or fully closed. You will have to ask your Dodge dealer where it is. While the hoses are off request that they flush the heater core without this valve if possible. The purpose is to flush the heater core only, to be sure there are no obstructions in the core. Replace the thermp valve if it tested bad. Do these things yourself or have it for you. IF___both of the heater core hoses were luke warm put your hand on the top radiator hose. If that is luke warm also you have a bad thermostat.More Questions & Answers ...
