I believe the mechanical devices are operational, however when I push the button on my steering wheel to turn cruise control on, the light within the instrument cluster doesn't come on. Iv'e already checked the fuse, disconnected the harness plug on steering wheel column but didn't know how to proceed without a wiring diagram

I agree with lab. It sounds like the clockspring assembly has failed. This repair requires removal of the air bag and steering wheel to access. On your particular vehicle, there is no rubber diaphragm as the other poster suggests. This type of system is electronically controlled. Have you checked under the hood by the master cylinder for brake fluid leakage to your cruise control brake disable switch? That would cause your cruise control not to work as well.
