2000 VW golf avantgarde. Struggles to start / accelerate when raining heavily?

She also sounds like she is trying to stall when I accellerate - this can be from a standing start in traffic or overtaking on the motorway. The problem only happens when it is really wet - any ideas? Is there anything I can do rather than risk another huge bill from the garage? Thanks.
