Brake Problem?
If it snapped off clean, you might be in luck. The best way to fix this is with a TIG welder. You are going to want to weld it from the outside, as to not disturb or create tight clearances around the torque converter. I'm assuming the transmission is either a 700-r4 or similar, so if it doesnt work out, these transmissions can be found at the local wrecker for a dime a dozen. The big question is the reason why it snapped? Was it a mechanical problem? Have you solved the problem that made it snap? You will need to remove the transmission to repair it, which will require you removing both driveshafts and the transfer case. Good Luck!
How liable are auto mechanics for wrong inspections?
I wouldn't recommend welding.at all. It won't hold. This area has already be stressed to the breaking point, it will only break again..waste of money, make the proper repairs.
