My Headlights in my Dodge Grand Caravan has somthing foggy. How can i take it off??

When i look at the headlights it has somthing foggy and i have tried everything i can think of and it wont come off. Any real good product i can use or somthing that can take if off becasue it really messes the look of the front of my van.
