On a pug 106, can u buy GTi arches and skirts and fit them on a normal front and rear bumper?

No you cannot -
you will need an aftermarket bumper due to the overlap incurred on the very end of the arch where it meets the bumper, you could go for 106 gti front and rear bumper or the quiksilver.
Also when fitting the arches the rear 3 quarter panels will have to be cut back to allow the more rounded shape of the arches
