Pontiac Grand Prix dead heater and no power in plug?

Question:
My heater only work on the highest setting. No other noises or problems associated with that. Also, my power outlet (eg. cell charger) does not work anymore either.

Answers:

2800 RPMs too high?

probably a bad blower resistor there is a series of resistors that control blower speed but high is direct connect it is usually in the air duct under the dash on the passenger side

How do I change my fan belt on a 2000 FORD + ESCORT ZX2?

The heater problem is usually a bad blower motor relay. It's usually under the hood somewhere but you didn't say what year Grand Prix so can't tell you exactly. Usally about $10 for a new one.
The other problem is probably just a fuse. Look in the owners manual.
