Pontiac Grand Prix dead heater and no power in plug?

Question:
My heater only work on the highest setting. No other noises or problems associated with that. Also, my power outlet (eg. cell charger) does not work anymore either.

I think it is either the heater controller or the heater resistor. It would help to know what year the car is.
