What's the different between strut bars / lower arms vs. sway bar?

It's a valve cover gasket. Not a head gasket.
Let me guess, mid 90's with the 3.0 liter.

Are these the same tires?

Replace them both.

1999 chrysler sebring ?

If you have a V6 van, then you would have 2 head gaskets. I would change both of them anyway, also have the heads checked for true (decked). If you want to try to find only the bad gasket, I would use a Compression Tester. The bad cylinder will have little or none, in most cases.

TRUE or FALSE, please explain...?

Red this is not a simple answer you have to find witch bank is mis- firing this should tell you which gasket is bad. but this needs the attention of a certified mechanic because this could lead to major damage of the engine
