Tap on the tank with a rubber mallet as soon as you (or someone else) turn the key. Sometimes that will get them going. May not be permanent though.

Not really, they are simple creatures that either work or don't. It should prime the pump each time you turn the key to the on position(before start position) you could try that a few times...but if its not working its probably dead forever.
