Seems like I had similar problem on an old Ford I once owned. The wipers would move a Little but not cycle like they should. My problem was a bad connection at the wiper motor. there are several connections seems like one for every selection you make. One of my wires were broken inside the insulation. I would wiggle it and it work for while until I spliced in and fixed the defective wire. In your case I think the wiper is getting a pulse but is not getting the constant voltage it needs to keep the wiper motor turned on. Time to pull the print and break out the old voltage meter and make sure you have power where you should have power.

It really depends on what year Galaxie you have. But some basics apply. If your motor is good, plug in the wires before mounting it to the car. turn the switch so the motor turns over. once it stops it is in the "Park" position. then you can bolt the wiper linkage assembly to the motor.
If your question is about the transmission arms that go to each wiper - well they are all different. The best thing to do is look online at the replacement parts to see how they connect. if you are lucky enough to have a '63-'64, then your only stop should be Greg Donahue.
