The relay only handles the number of electrons leaving the lamp. The ground feeds the electrons in.First check your grounds ( usually black wires ).

If the lamp is still dim, then check your alternator output.
Autozone does that for free. Usually a running engine outputs 13.+ volts.
Now if you have a good ground and proper voltage, think of upgrading the wattage. Check with your DMV about watts legal. Buy brand name bulbs - not ebay junk.

You need to contact your electrician for this problem. Take out the bulb from the headlight beam. Take it to the spare parts shop and get a Halogen bulb of same size. Do not see the specs because you already have an additional relay. Simply fix this halogen bulb in the headlight beam and switch on your lights. The average life of a halogen bulb is around 10,000hrs which can last for almost 10-years. Its power consumption is also less than the normal bulb. Its price is cheaper than the normal bulb and the brightness is almost five times more than the normal bulb.
Please try it and up-date every one on this. I have modified number of vehicles on this halogen concept. Rest assure, it will not have any negative impact on your car provided you have an additional electric relay.
