your tension pulley is basically a spring loaded pulley that keeps constantly adjusted pressure(not to tight not to loose) on the serpentine belt. To change it yourself you better invest in a Chilton or Haynes repair manual for that year and make car. It will give you a step by step guide though the process from start to finish and cost under 20 bucks, a small price compared to a shop.The tension pulley also has a set of arrows on it to show belt wear. good luck
most that I have encountered only have one bolt and are not that hard to change. but getting the belt back on right takes a patience

Its what holds tension on the main drive belt(which drives the water pump, alternator, power steering pump) and to replace it you have to remove the belt and then remove whatever is in the way of the bolts on the tensioner. The tension pull is the a pull that keeps force on you serpentine belt. and as far as replacing it If I was you I would just take it to some were and have them do it because if you don't know what it is you are going to have a hard time fixing it. and it should not even cost that much any way. but if you need to do it just get a book and go thought the steps.More Questions & Answers ...
