When I change down gear the accelarator doesn't respond straight away then it bites sharply anybody know why

Question:
It normally happens when changing from 4th to 3rd and from 3rd to 2nd. When travelling in 4th if I take my foot of the gas, it seems to bite in sharply which lowers the revs. Also when stationary it sounds like I'm revving the engine slightly, when my foot is off the accelerator
