1995 Nissan 200SX Need help!?

Question:
Its a 1.8 Automatic 1995 200SX, This car just recently had a new engine installed about a month ago the car was just sitting in the previous owners yard for a few years at least. The problem I am having is sometimes when I accelerate it stalls at about 20 miles an hour at 3000rpm, I have to let off of the gas for the car to actually speed up otherwise it will continue the speed of 20mph. Also on the highway I have noticed that on hills I loose a whole lot of power so much that the cruise will shut off and I have to accel. myself, when it finally does accelerate 50-70 it will not excede 4000rpm, and it takes forever to get back up to speed. I just want to see if anyone on yahoo had any ideas what this problem could be, just don't want to do any damage to my car that will end up costing me more that what it would to fix the problem.
