Unless they are making a high pitched squeeling noise I would say its ok. Cold brakes tend to make noises, if your worried I would take it to any independent mechanic and have them check them for you, you can even ask for them to show them to you, its very simple to tell if there are still pads left with the wheels off.

Get recommendations from friends and business associates on good independant mechanics---stay away from the larger franchised brake "specialists" they will scam the dickens out of you !! You can go in needing them checked and a half day later come out of the place with a hole in your credit card !
