1994 saturn sl hesitation & jerks.?

Question:
I have a 1995 Saturn SL, 5 spead it hesitates and jerks mainly when driving in first gear, I did major tune up all factory parts (spark plugs, wires, fuel filter,pcv, air filter, compression test) and checked the egr valve . same problem. this problem only happens in low gears not while driving fast or on the freeway.
