I have a 96 s-10 4 cyl 2 wheel drive, and the belt snapped. the pulley that has the radiator fan on it seems to be frozen. what is this pulley, the water pump? any ideas of what could cause the pulley to lock up, is there any way to get it moving again without buying a whole new water pump and pulley? if im not asking the right questions what is the info that i need to get this job on the road. thanks any ideas would be appreciated.

It is probably the water pump. If is locked up, you'll probably need to replace the pump, but I've never heard of a pump just locking up like that.why do my locks in my 95' pathfinder lock me in and out of my car?
Your absaloutly right. Its your water pump that just went out and no there isnt any way around replacing it. For that model of a truck it should be a considerably cheap water pump. Good luck.dose any 1 know about car hydraulics?
cause you need to give your engine needs time to warm up if its frozen, we cant tell you what the pulley you want to know is without seeing it, serpinetine belts are cheap 10-20$ tops you can get them used at advanced autoparts and have some place put it on for a marginal fee cause its a 5 minute jobhow to know your tyre pressure?
Well if the pump feels frozen then chances are it is frozen.Good news you don't have to replace the pulley just the pump.
It retails at around $26.00 to $48.00 for a rebuilt and about $60 - $70 for a new one and about $ 30.00 for the serpentine belt depending on where you live.

A serpentine belt can cost well over 500.00 depending on the car you have. Or it can cost very little. It sounds like your water pump froze up. Fans are usually electronic and controlled by a relay. Water pumps go bad usually by the bearings going bad after the seal becomes weak, basically from use. Your water pump works very hard and is something that can/may go bad in a vehicle after 60,000 miles or more. I would highly suggest to do it correctly and change your radiator if you change your water pump after 60,000 miles. The old radiator may not like the new and greater volume of water it will receive after you put a new water pump in it. I would also recommend replacing the upper and lower hoses on the radiator as well as the thermostat. Once all of this is done you shouldn't have any problems with your cooling system again. If your water pump does lock you have no other choice but to replace it. On my car, all this would cost around 1,500.00 unless you do it yourself.More Questions & Answers ...
