Yes... very common. You need a minimum amount for it to it's job.. Safety feature?? I don't know. I just know that I've had low systems that have failed to engage but as soon as I start adding refrigerant it eventually kicks on. If your AC system has been updated, go up to the local parts store and get a recharge kit. Cheap and easy. (heck, some walmarts even sell it)

yes. if the refrigerant is low it won't make enough pressure to trip the low side pressure switch. this is to protect the compressor from damage. the refrigerant has oil in it to lube the compressor.
