I have an 92 F-150 and it will not start due to the fuel pumps keep on cycling they will not shut off.....?

I assume you have checked the trans. fluid level and made a visual inspection of all the parts that can be seen. If so, then a cable adjustment might be in order. Or a clogged filter might cause a problem like that.

Should I change my oil at 4000 miles, or can I wait?

Possible low trans fluid, possible needed rebuild of trans. These are best/worst case scenarios.

turbo problem?

i own a repair shop, and it sounds like from what you have said it needs to go in to the shop,it can either be a shift solenoid going bad or the fluid is so dirty in it that it has clogged up the filter and its not circulating the fluid fast enough,,,,take it and let a transmission mechanic drive it,,and see what he says about it,, it could at this point be going out, good luck i hope this help,s.

when i fuel up my car, it stopped in the middle (75% full)?

could be a dirty filter or the seals in the servos in the transmission are leaking until the oil warms up.try letting the car warm up before driving it and see if that helps. If it does take it to a mechanic you might get lucky and have a dirty filter but odds are its always the most expensive fix.
