i own a shop,and every engine will have to pass the test this is how there getting some of the older vehicles off the road,by making it mandatory that they pass the test if they don't you have to get rid of them or make them be able to pass it,and on some vehicles its hard to get them good enough to pass the test,add gas treatment to it,and get it tuned up really well and it might pass,good luck i hope this helps.

I will assume it is a Defender or the like and is a turbo diesel, as many of them were in those days, and in which case it may be worth sticking a bottle of injector cleaner in the fuel tank and giving the engine a good old revving up and down a dual carriageway or fast road in third gear. You may also want to fit a new air filter for good measure.
