most likely the wiper motor has gone bad. stop mode is built into the motor and is not uncommon to fail.sometimes they wont stop until you turn off the key.

i have the same problem on my '99 malibu. i took it to the dealership and they just adjusted the wipers on the shaft a couple of splines. when i shut the wipers off they park about 1" on the up stroke. i have a feeling it's in the pulse board and have just ignored it for two years since the dealer was wrong and charged me for it.

possibly out of adjustment-----pull wiper arm off when the wipers are in the full down position and replace it with the arm fully seated down--turn wipers on----if they out of position when you turn off again --it could be worn wiper arm rods or links that connect the motor to them--
