If they said it is the torque converter lock up solenoid,It is located inside the trans.There is a cover on the back of trans(left side of car)inside this cover is the solenoid.It's called the TCC solenoid, or Torque Converter Clutch solenoid. It is inside the transmission. You will have to take off the pan to get at it. On some transmissions it is behind the side cover. This depends on if you have the 125C (three speed) or the 4T60 or whatever (four speed). It really isn't that difficult, and the part is about $25.

What is happening is that the TCC engages when you go over 45mph, but when you stop it gets stuck engaged.
This causes the car to stall as if you didn't push the clutch on a manual. When you put the car in park it will start, but when you put it back in drive it chirps the tires and stalls again until it unsticks.
just pull the plug(unplug it) of the control solenoid, to use the car.
