Question:
I bought a cold air intake for my car on ebay, but the filter is facing down to the ground, so i was consren about the the intake will suck the water in to the engine,(i am living in Kansas city, the city which have a lot of rainning) what should i do about it, is that ok to cut the pipe little bit shorter which make the filter is not to close the ground? how much should i cut. or does any special filter for the sutuation like that? does it still have good perfromence after i install the cold air intake in some way?

man for the most part you should not have to worry about sucking water into your engine for the simple fact that you should have splash guards affixed to the bottom over your car. so no mods should be neccesary. second as far as performance goes it will help a little. you will notice it sounds beefier before you notice the "hp".What causes surge in vehicle elelctical system?

just be careful when going through big puddles, otherwise rain isn't a huge problem
good cold air intake systems will have a bypass valve to prevent water going into your engine
