It is not called an Idle control sensor...It is actually called a IAC Idle Air Control...This is a electric motor that moves a piston that causes an internal vacuum leak...This vacuum leak causes the Idle to raise...The IAC is used to step up your idle for cold starts, and engine loads such as air conditioning and altenator...Sometimes you can remove the IAC and clean the gunk and carbon from the piston and shaft, which will allow it to work properly again...
It is located on the intake, on or about the throttle body...
your idle control sensor is bad replace it and you problems are solved. good luck

On some cars there is a stop screw you can turn to adjust where the throttle sits when you are at an idle, but my main thought is, Does it kinda rev up a little, then go down and repeat? i don't know if you should. I had a 90 accord and the first thing you should do is check the fuel filter to see if it needs to be replaced. don't know how much investigating you've done but that would be my first guess.Where can I buy a rear gate for Infiniti QX4 1999?
