It will be either fuse 8 or 9 in the passenger side fuse box (can't remember exactly which). My ex-girlfriend had the exact same problem with her 96 P clio a couple of years back. You'll also find that the front intermittent wipe doesn't work either. It's the fuse that's labelled in the owners manual as the cigarette lighter. May be the hole is blocked?????/check it outyou may be looking at two probs here, so check is the washer bottle is full front and rear feed, when you pull the switch does the washer motor run...if both these do work then its either blocked jets or a disconnected hose most likely....so check the hose and use a bit of fuse wire to unblock.
The rear wiper sounds a bit different, so identify the fuse that controls and replace if needed, check the wiring where the hatch lifts to see if it is intact, and last of all it seems like it could be the motor, then a quick trip to the scrappy's may do the trick.
