If both the tail lights and brake lights are the same bulb, one of the two elements is broke. Probably the brake switch mounted usually on the lower steering column where the arm of the brake pedal comes back to rest when you release it! It may have been moved out of it's holder or it may be worn out and needs replaced!
Depends on the c ar, but most cars, especially older cars use either a separate buld, or a separate set of filaments in a single bulb for the brake light, and tail light. It is quite common for the tail light to work, and brake light not to work.
