PB Blaster is the best spray product to use. Soak the heads and threads of the bolts for at least 15 mins. Try to loosen the bolts using a 12 point socket or the box end of a wrench. This will help to reduce the head from crumbling away. If you can't grab the bolts with those, try a pipe wrench or vise-grips. Sometimes it helps to apply some heat from a propane torch to the bolt while you try to loosen it. If that fails, you can drill out the heads and use a reverse drill bit (sometimes called easy-out or screw extractor) on the bolt shaft. Hope this helps.
