How can I fix my tachometer on my 1992 Honda Accord ?

Since I purchased this car the tachometer never functioned as it appeared "stuck" on 2 RPM. Even when I'm driving the needle never goes above or below 2....how can I possibly fix this? I appreciate any advice, thank you very much in advance.
