If your stock rims are wide enough you might be able to squeeze P235/60R15 98S tires on them. The overall diameter is virtually identical to the P215/65R15 95S you have on now. They should fit within the wheel wells without interference, but always mount one and test fit it first.

Is there a fee for failing the smog test in Ca, and if so how much is it? I have a 88 honda accord.?

I see why you want to go wider. 216/65 is kind of narrow for a SS car.
I had 9 inch wide on the back and 8 inch wide on the front of my 85 elcamino, which is basically the same frame and setup as yours.
If you can get the backspacing dead on balls accurate, then I'm sure you could fit a 10 inch wide tire on the back of you Monte without rubbing.
