My Ford Explorer makes a whining noise when I step on the brake..?

It doesn't happen every time, but the brakes "slip" a little when this happens what is this? It's a 1998 Explorer with NEW Brakes 10 months old) and approx. 85,000 miles on it. The noise is in no way grinding, it is a high pitched whine/whistle.
