Need to find out why pwr steering pump wont move after loosening bolts on top and bottom.?

Question:
Am trying to replace water pump on 93 cherokee 4.0L. However I cannot get the power steering pump to move even after loosening the top and bottom bolts. Is ther another bolt somewhere that my repair manuel dosent show?

Look behind the pulley on the pump, sometimes there is a bolt located here. They used to put a hole in the pulley so the bolt could be removed. If your lucky you can get it out with out removing the pulley.
