Well, not knowing the year, vehicle or engine, I can only assume the reason you want to replace the bolts is because the manual told you to. If in fact the bolts are torque to yield style, then they MUST be replaced. This will be clearly stated in all manuals regarding your particular engine. Or, if the bolt torque specs are followed by a degree, they are "TTY" and must be replaced. As for the gasket, it is always replaced. Once compressed, the gasket material will not be able to properly conform again to the irregularities in the head and block surface. It WILL leak, you WILL have to replace it eventually if you want the job done correctly.

chances are that the new gasket will replace the one that you ripped taking the heads off in the first place, if its ripped, it will not seat and seal properly when reassembled, the new bolts are optional, as long as they are not broken or stretched or stripped. make sure that they are completely cleaned of any and all fod (foreign objects & debris) and that you put them back in the same holes that they were removed and torqued to specs
