It's a 93 so taking it to get codes read won't do anything. The codes on OBD1 cars are so vague that they're almost useless. A fuel injection cleaning and a full tune up may help. If you can find a reputable shop that has a "sniffer" and know how to use it they probably can get the car to pass. Ususally in areas that have emission testing there are shops specializing in this.

You may have bad oxygen sensors.. These "Sniff" the exhaust and tell the computer if the engine is running too rich or too lean. High readings of those two gasses indicate a rich (too much fuel) condition. Is your check engine light on? Bad O2 sensors will usually set it off. Your catylitic converter may be burned out as well. You may need another one if the O2 sensors are working fine.
