I have a 1999 grand am when i try to start up my car the security light flashes and it will not let it start?

It has been doing it alot i looked into the owners manual and they said that it could be a fuse but i cant find it can anyone help me

Your problem is either a bad BCM or Passlock sensor in the ignition switch. I have seen both problems. Check the BCM connector for corrosion at the plug. If no problem found i would replace the ignition lock cylinder and housing. You will need to do re-learn procedure in order for it to start.
You might try the relearn next time it does not start and see how long it last. Sometimes the problem is very intermittent.

Programming Theft deterrent System. 30 Minute relearn procedure.
Turn on ignition, with engine off. Attempt to start engine, then release key to ON position. Observe the SECURITY light flashing, after approx 10 min it will stop. Turn OFF the ign. and wait for 5 sec. Repeat steps 1 thru 4 two more times for a total of 3 cycles or 30 min. Vehicle is now ready to relearn passlock data code on next ignition transition from OFF to Crank.

Your security system is doing the job it was designed to do, keeping your car safe from being started because it thinks it is being stolen. Tow it to the dealer and have them reset the security system. It could also be the chip on your key. Either way the dealer can fix it.
