Head bolts are tightened to a high torque, I would highly reccommend replacing them (if they break while tightening, good luck!) Im not sure what you mean by "turn the engine" if you mean hone the cyl, that would depend on how many miles and if you want to do a full overhaul. If you are referring to a 4 cyl, you might as well. although if you are just changing the one side of a 6-8 cyl. you may just want to fix the one gasket
