My Air Conditioner for my car isn't cold, I think that I have too much refrigerant in my pipe, it's on Danger.

Question:
My low pressure pipe is on danger, it's on 90, do I need to empty it and maybe fill it back up with some new r134a refrigerant and put in the right amount for my a/c to work?

My Haynes Manual says the fuel shut off valve is behind the kick panel. What and where is the kick panel?
