That's not good. By the information you've given, I would say it's either:
Does the 1990 f250 come with a 6.9 diesel engine?
A) Your engine is frozen due to lack of lubrication.
B) You have a blow head gasket and water has gotten into one of the cylinders and is not allowing the piston to move upward. (water does not compress)
C) Something is keeping the engine from turning.
D) Your new starter is no good.

Can you turn the engine by hand? OK, with a big ratchet or breaker bar.
1st is the batter good
2nd is battery is good check the fuses
3rd make sure all cables + and - are connected tight
4th make sure if these dont work make sure you batter cables are clean and in good shape.

in no order- dead battery, bad connections, bad starter relay, bad ign switch, tranny interlock switch [ prevents starting in gear or with the clutch engaged], blown fuse, bad ground connections, seized engine. its a failry simple circuit. one heavy wire from battery to starter relay and them to the starter. a lighter wire from the battery to the fuse block and then to the ign switch. from the ign switch to the started relay with the tranny switch stuck in somewhere either before or after the ign switch [usually after]. a few easy tests to try- using a jumper cable jump from the battery + to the starter hot terminal. just touch it and see if the started kicks in. CAUTION if car if in gear it may move. using a smaller wire jump from the battery + to the control wire on the relay, this should operate the relay and the starter should crank, See caution. if both work find the tranny interlock and check for voltage on both sides of it, should find 12V to ground on both sides with the key in start position. check for voltage on the relay again with the key in start position. do your headlights come on fully? if so you have power. do they dim when you try to start the truck? dimming shows that power is being used for starting. if the truck in not cranking modt likely you have a short, a bad starter, or a seized engine. do the go out when you start the truck? most likely a bad battery connection either at the battery of a distrubtion terminal. good luck
