Well if you have tools just, open the inside of the door, pull the windows up and close back again, hope you have air conditioning because they will not go down again.

How do I get my emergency brake to go down again?

Take the screws out of the door panel and take the panel off. Raise the window, and put the panel back on. If you want to fix it long term (it'll be hot without the windows down), go to the junkyard or AutoZone and buy a motor for your power windows. Once you have the door panel off, take off the old motor and put on the new motor.
