Is this car a Canadian spec. vehicle? If so, your car is equipped with DRL (daytime running lights). It sounds like your DRL module has shorted out, causing the symptom you describe. This part is located beside the hood latch, under the black rad support cover that is secured by plastic "push pins". To access this part, remove the cover and you'll find a black box with fins around it, secured to the rad support by one 8mm bolt and electrical connector. The cost of this part is $67.66US (part number F43Z-15A272-A from Ford). Hope this helps.

Well you have to turn you lights on and off. The headlights are wired so that they can be turned on at anytime, even when the engine is not running. So its up to you to shut off your lights when you get out.
