How can I know when it's the right time to rotate the tires, or not?

You should rotate your tires every other oil change, at least, depending on your driving conditions. As long as you keep the tires properly inflated (pressures can be found inside the driver's door or in the glove compartment) they will need to be rotated less often. Rotating is easily done at home. Lift one side of the car with your car's jack and swap the front and rear, then do the same on the other side. I would leave the spare alone. It is not nessessary to cross rotate (i.e. front right to rear left and so on), as long as the front tires go to the rear and the rear to the front. Best thing to do to ensure long life on your tires is to have them balanced as well. This will need to be done professionally to be done right. Also, having them filled with nitrogen is a good idea, too. Nitrogen filled tires leak a lot less than air filled tires, due to the size of the molecules. A tire dealer that uses it can explain it to you.
