Answers:

Opinions on the best online tool store? (automotive especially)?

DO NOT use a electric buffer with polishing compound. YOU WILL BURN THE PAINT OFF Only use your elbow grease. I hope u have enough elbow grease do do your whole car, It will take a while, a good while, I would set aside a whole day to do it.

Am I going to have a problem with my Car Battery Or Alternator ?

no not with that type of wax

Whats the most spent on an MOT?

It would be the normal route to take if you were to use an electric buffer but keep in mind that if you are inexperienced at that sort of thing it is very easy to burn swirl marks in the paint job if you dont know what you are doing. Maybe you should leave something like that to a detail shop. Other than that i hope you got some serious elbow grease cause your in for a long day and some sore arms.

My Car won't start. What are the steps I should take to find out whats wrong with it.?

you can try by hand but usually not very sucessful, get a good orbital buffer to use with your polishing compound.
