As to ease of painting I would recommend a power sprayer such as a Wagner system as it will give a better result than either brush or roller and do it in 1/3 the time. Given that you'll be doing multiple coats what with priming and a couple of coats of paint this adds up to be a fair amount so pony up and buy such a rig if you don't already have one, trust me, you'll thank me later. Get an electric sander and sand the entire surface of the fence to rough it up. This will give the paint a surface to adhere to. Then put a primer on it. Let it dry and then paint it.
