1999 Subaru legacy has continuous shift lock issues. Anyone else experiencing the same problem?

Question:
When depressing the brake peddle, the shift lock mechanism is locked and can't be moved out fo park. I have to manually use the override button (following instructions in the manual). Also, brake lights and horn do not work whenever this happens. Also, the fuse is blown and I replace them and this helps for a day or two. I've already replaced the horn, stoplight switch and many fuses. I think the problem is either the solenoid shift selector or the park position switch. My mechanic is baffled and has not solved the problem. Any suggestions?

A friend at work just returned her 2006 legacy under the lemon law for this same problem. seems to be an issue. keep a screw driver in the car for the override.
