How does the Bureau of Automotive Repair help customers with complaints against a repair shop?

Hello I just was wondering how the steps work with the BAR in California. I have had my car in a body shop for over 2 months just to fix some peeling of the paint, since they didn't do it correctly the first time. My insurance has already paid them for their services. I also need an arm bushing replaced and they are ignoring my calls. I live 4 hours from them. I have heard from friends that my car is been seen driving around in town. I want my car back fixed and they are not answering my calls anymore. Can you tell me how the BAR can help? Do they enforce anything and can they fine the repair shop? PLease let me know. I am so pissed off!
