Assuming you are working on an Escort equipped with the 2.0L SPI engine, NOT the 2.0L Zetec, the cylinder head bolt torque specs. and sequence are as follows:
Install the cylinder head assembly and tighten the bolts in the following sequence.
Tighten all the bolts in a single sequence to 40-60 Nm (30-44 lb/ft).
Back the bolts off 1/2 turn.
Tighten the bolts in the sequence shown to 40-60 Nm (30-44 lb/ft).
Rotate all the bolts in a single sequence an additional 180 degrees in two steps of 90 degrees each.

The Ford Workshop manual does in fact, suggest to use new cylinder head bolts. As a general rule of thumb, you should ALWAYS use new head bolts on applications where the specs. are torque to yield, such as this one. Hope this helps.
