I have an 92 F-150 and it will not start due to the fuel pumps keep on cycling they will not shut off.....?

Question:
didnt have enough room up there. sometimes they will do the normal cycle for 1 sec. and then it will start right up but then you shut it off and try it again and they will just stay on and it wont let it start. You can never tell if it is going to work or not. It is getting fuel to the motor cause I took the fuel pressure regulator off and fuel came out of the fuel rails.If anyone could help I would appreciate it. Thanks

my speedometer,oil guage,and fuel guage are going haywire how cna i get them to work properly...?

Seems like inadequate fuel pump pressure to me.
