Is it a good idea to jump start your car during an ice storm? Should I wait until the weather is better?

I don't see any particular risk to the car or battery. Just your own comfort. Ideally if you want to recharge a battery, it would be better to have it slow charged. This can be done by removing the battery from your car and taking it to a repair shop that will do it for a small fee or a auto parts store like Auto Zone that will do it for free. The downside of doing this means you would lose your radio settings and the computer in your car would have to relearn the operating parameters. I keep a written backup of my radio settings in glove compartment myself.

It just depends what type of car and battery you may have. You may want to leave the jumper cables connected to your car before you try to start your car, it seems to start better. I jump started my truck in an ice/rain storm and it had no effect on my battery. now if your jumping an old battery i'd wait or put it on a charger. I'll give you a sugestion, for most aftermarket part there is a part that you hook up to your radiator system and it keeps your coolant warm and being that it is warm your battery doesn't have to put out much amps to try to start it. I know you can buy the part at www.jcwhitney.com or go to you local auto parts store. shouldn't be more than 40-50 dollars.

The weather has nothing to do with jump starting your car.
Cold weather can make a weak battery go dead...that's the only weather related battery issue I have ever heard of or seen.
Getting water on your engine wouldn't hurt it either. It takes a lot of water to affect an engine negatively from the outside.
What was mentioned above that keeps your cooling system warm is called a block heater. Depending where you live would determine if that would be a good idea for your car. It's purpose is to keep your engine block from freezing not to help you start your car. Most likely a new battery will fix your problem but I am assuming that your alternator is working correctly.

how do you know if a catalytic converter is going bad?

Depends if you need to go somewhere or not. What happens if your battery is completely dead and you jump start it, regardless of weather? It will put a strain on your altenator, if anything.
